Washington County VINE Coverage
North Carolina Statewide Automated Victim Assistance and Notification, called NC SAVAN or VINELink, is the state's free, anonymous custody-notification service. County jails report jail-offender events into SAVAN. The state-prison side connects with the North Carolina Department of Adult Correction system. For a Washington County Detention Center record, VINE reflects a change sent by the jail. For a person in state prison, it may report a projected date, release with supervision, release without supervision, or another covered event.
Those are different reporting tracks. A Washington County jail event should be checked with the Washington County Sheriff's Office Detention line. A state-prison event should be checked in NCDAC Offender Public Information. VINE does not replace the Bureau of Prisons, ICE, or United States Marshals channels. It also does not turn a transfer into a release to the community. The reporting agency and event wording must be read together.

Washington County VINE Results
VINELink fields describe what a participating source reported. They do not create the source event. Wording may vary by agency and by the current interface, so read the label actually displayed. A release or no-longer-in-custody result means that the named source reported a departure from its custody. It may represent community release, transfer, or movement into a different system.

A projected date is not an accomplished release. For a former state prisoner, NCDAC's Actual Release Date, service status, movement history, and separate supervision status supply stronger confirmation. Register Washington County Release Alerts
Registration begins inside the correct subject record. Select the custody events and delivery route the service currently offers. North Carolina materials identify telephone, email, text, and TTY as possible methods. The official state snapshot describes SAVAN as free and anonymous. Registration details are confidential for VINE service, and the subject is not told who registered.

Washington County Alert PIN
The four-digit phone PIN has a concrete purpose. On an alert call, the recipient listens and enters that PIN to acknowledge the event. The NC SAVAN policy says calls repeat at set intervals for 24 hours when the recipient does not acknowledge them. The state SAVAN brochure places telephone calls between 8:00 a.m. and 8:00 p.m.
That process is specific to telephone delivery. Email and text handling may follow the options displayed at registration. Do not publish the PIN or share registration details with the subject. If calls are reaching the wrong person or will not stop, use live support. An acknowledged alert confirms receipt of the message, not the legal nature of the release.
Note: Entering the PIN stops repeat calls for that event; it does not cancel all future notifications tied to the registration.
Washington County State Release Alerts
State-prison notifications can be more detailed than a basic county custody change. North Carolina policy includes a projected-release-date notice after sentence audit, release with supervision, and release without supervision. It also identifies escape and capture, minimum custody, death, and other covered changes. Each phrase points to a distinct next step.
Release with supervision means the person left prison but remains under community control. Confirm that status through NCDAC Offender Public Information, where an inactive inmate status may appear beside active supervision. Release without supervision points toward an ended prison episode, but the Actual Release Date and service status should still be checked. A projected-date alert is only a forecast. Credits, discipline, court action, sentence changes, and other events can move it.

Resolve Washington County VINE Misses
A VINE no-match does not establish release. First, reduce the search to the most stable name or identifier and check spelling. Then confirm which agency last held the person. Someone released on a local bond, dismissal, or time-served order may never enter NCDAC. A person transferred from Washington County can disappear from one reporting view while appearing in a receiving jail, state prison, federal system, or immigration system. Ask Detention for the destination rather than guessing from an absent result.
Use a timeline when sources conflict. Record the date and time of the VINELink check, the exact reporting agency, the displayed event, and the identifier. Compare that with the jail movement record. Court data explains legal authority, while the custodian confirms the physical movement. One favorable court event may not end custody when another case, hold, or transfer applies.
If the state record shows inactive inmate status and active supervision, describe the result as released from prison under community supervision. If a projected date passed but no Actual Release Date appears, recheck with NCDAC. A forecast must not be converted into an accomplished release. These distinctions keep a VINE alert tied to the event that was actually reported.
Route Washington County Release Alerts
The alert wording determines which office should confirm it. A Washington County jail release or movement belongs first with Detention. Ask whether the person left county custody, the date and time recorded, the release type or legal authority, and any receiving agency. If a court order matters, the Clerk can supply the disposition, bond order, judgment, or other public court record. The Sheriff's record answers physical movement. The Clerk's record answers the legal case event.
An NCDAC alert belongs with the state offender record. Check Actual Release Date, Service Status, and the separate probation, parole, or post-release field. Release with supervision means prison custody ended while community control continues. For release without supervision, confirm that the state sentence episode ended and check for any different custodian. A BOP, ICE, or USMS matter must be checked in its own federal channel because VINELink is not the source for those events.
Keep alert time and agency details with any follow-up note. A delayed notice can still be useful, but it should not replace the source timestamp. If the message is unclear, live help can explain service mechanics. Only the reporting or holding agency can confirm the underlying custody event.
Confirm Washington County VINE Changes
Automated information can lag, fail, or reflect only one agency. No result is inconclusive. A miss can come from spelling, delayed entry, another custodian, or a source limit. If VINELink still shows custody after Detention confirms release, treat the jail's official event record as primary. If VINE announces release but another system shows admission, describe an agency transfer until the custodians resolve it.
Important: VINELink does not cover BOP, ICE, or every federal custody event. It is a notification tool, not final proof of community release.
