Washington County Booking Photo Records
A booking photograph, often called a mugshot, records appearance during a particular arrest or commitment. It does not show the outcome of the charge. It also does not prove that a person was released, transferred, convicted, or cleared. Those facts come from the jail movement record and court case. A photo must therefore stay linked to its date, arresting or holding agency, booking number when known, and source.
North Carolina Chapter 132 broadly includes photographs made or received in public business. Yet that broad definition has limits. G.S. 132-1.4 treats criminal-investigation and intelligence records differently, while requiring access to specified arrest, incident, and confinement facts. Juvenile, sealed, expunged, victim, medical, personnel, and security material can also be protected. The sound claim is that a Washington County booking record may contain accessible fields, not that every photograph must be disclosed in full.
G.S. 15A-502 authorizes fingerprints and photographs in listed arrest, commitment, and conviction situations. Access still depends on the record held and the law applied by its custodian.
Find Washington County Released Mugshots
Washington County has no verified public booking-photo gallery, recent-release photo feed, or sheriff app. That makes a direct request the main local channel. An NCDAC offender detail may carry a state correctional image for a former state prisoner. News may preserve a dated agency image. Unofficial copies can remain online, but they are weak evidence because their source, date, and label may be wrong.

Washington County Mugshot App Limits
The official Washington County Sheriff's Office page and county page sitemap did not identify a mobile jail app, recent-release photo tool, or official WCSO social channel for release images as of July 30, 2026. The county's general social link does not establish a Sheriff's publication policy. This absence is about verified public access. It does not imply that the jail lacks an internal booking system or that no photo exists.
Name collisions create a special risk. Many Washington counties outside North Carolina publish rosters and apps. Before accepting one, require Plymouth, North Carolina, the 252 area code, the correct agency name, and a link from an official Washington County page. An app for a Washington County in another state can return a real image for the wrong jurisdiction.

Request Washington County Booking Photos
Ask WCSO for an existing booking photograph, not a new report or explanation. The strongest request identifies the full name, aliases, date of birth if known, approximate booking date, and booking number. Add the related case number when available. Ask for an electronic copy and allow lawful redaction. Washington County publishes no Sheriff-specific request form, fixed turnaround, local retention period, or photo fee chart.

- Ask for an electronic copy. Request a cost estimate before any special service charge is incurred.
- If access is denied, ask for the legal basis in writing. Narrow the request to segregable public material where appropriate.
G.S. 132-6 calls for access as promptly as possible at reasonable times and under reasonable supervision. G.S. 132-6.2 generally limits an uncertified-copy charge to actual reproduction cost, but extensive clerical or technical work may support a special service charge. An agency need not create a record it does not hold. The person seeking the image should not expect a custom photo search or narrative.
Washington County Mugshot Access Law
No official Washington County source promises public delivery of every booking image. Chapter 132's broad photograph language must be read with G.S. 132-1.4 and any other applicable restriction. A specific request gives the custodian enough context to locate the booking episode and state what can be released. Asking for redaction where possible is more useful than demanding an entire investigative file.
No enacted North Carolina blanket booking-photo confidentiality or anti-pay-to-remove law was verified in the research sweep. Online results include proposed bills. A proposal is not law. The official history for 2025 House Bill 446 showed a Rules referral after March 20, 2025, not enactment. Current law should be rechecked when a request is made.
Public-record limit: Access is decided under current law by the record custodian. This privately operated resource is not a consumer reporting agency, and mugshot information cannot be used for credit, employment, housing or tenant, insurance, or another FCRA-governed purpose.
Washington County State Offender Photos
A person sentenced to North Carolina state prison may have an image in NCDAC Offender Public Information. That is an official state correctional photograph. It is not the Washington County booking photograph, does not prove the person was booked at the county jail, and may not show appearance at local release. Keep the NCDAC label and offender record attached to it.
The state record can also separate inmate and supervision status. An inactive inmate status with active supervision means the person left prison and remains under community supervision. A fully inactive record may reflect completed state custody and supervision. Actual Release Date, Service Status, and movement history are more relevant to release than the photo itself. For a state image or public release facts not available online, use the NCDAC public-record request.
A county booking and state prison episode may follow each other, but they remain separate records. Use the county image for the county booking and the state image for the correctional episode.
Washington County Mugshots in News
Local news can preserve an agency-supplied image after a jail listing changes. WITN's March 2, 2024 Plymouth arrest report used an image credited to WCSO. The article establishes what was reported at publication. It does not establish a later release, a final court outcome, or guilt.
Keep the date, caption, and source credit with any news image. Then check the jail movement event and Washington County Clerk record for what happened next. News text may retain an initial charge even when a later court disposition differs. It may also omit a transfer or another hold.
Commercial mugshot archives and broad data aggregators are not linked. Their images may be copied from another county, labeled with the wrong date, or detached from disposition. They should not be used as the core Washington County photo channel.
Washington County Expunction Effects
Expunction is the North Carolina legal process that can remove and seal or destroy qualifying state records of an arrest, charge, or conviction. Eligibility depends on the charge, result, age, record, completion of the sentence and supervision, waiting periods, and the statute used. It does not apply to every former inmate. A granted order can explain why a court trail that outlasted the jail roster later disappears.
The North Carolina Judicial Branch expunction guide says the clerk supplies a copy when an order enters. The official case file and order generally are later destroyed, so the person should retain that copy. For qualifying petitions filed on or after December 1, 2017, an AOC certificate may later verify the prior expunction. If a granted order has not spread through state systems after several weeks, contact the clerk that granted it.
An old copied image elsewhere may persist after the official court trail changes. Direct a correction or removal request to the source that controls the image. The Sheriff cannot expunge a court case, and the Clerk cannot edit an unofficial copy.
The successful manifest capture comes from the official expunction resource.
It supports the filing and record-destruction distinction, not an automatic promise that a copied photograph will vanish from every source.
Verify Washington County Photo Identity
Never identify a person from a photograph or name alone. Build a small match set from lawful public data: full name, aliases, approximate age or birth date, booking number, case number, and the agency that held the person. A WCSO booking number, NCDAC offender number, or court case number is a safer bridge than appearance.
Next, build a timeline. A sound sequence might show local booking, court-ordered release, jail discharge, and later disposition. Another may show county booking, transfer to NCDAC, state admission, projected release, actual release, and post-release supervision. The sequence prevents a transfer image from being described as proof of community release.
Note: A booking photo documents an earlier custody episode; only the responsible custodian's event record confirms how and when that episode ended.
